How to end fraud, corruption in downstream sector – Ex-NNPC director explains

Former Group Executive Director, (GED), Nigeria National Petroleum Corporation, NNPC, Engineer Chris Ogiemwonyi, yesterday said the massive fraud and corruption pervading the downstream sector; the federal government require enormous will power on its part to complete the deregulation of the sector for the nation’s refineries to come on stream.

Ogiemwonyi, who described the Group Managing Director, GMD of NNPC, Dr Maikanti Baru, as fearless and courageous Engineer expressed confidence that the ongoing restructuring under his tenure will bring about sanity in the sector.

He however pointed out that some of major problem bedevilling the upstream and downstream sector was basically the absent of incompetent leadership over years and urged President to ensure that the right and qualified persons with the technical know-how be appointed to function in their areas of qualification.

He stated, “If the leadership is properly placed, the tendency that NNPC will run well is 9/10. I must commend Mr President for appointing Dr Baru, I have known him over 20 years and he is a fantastic Engineer, courageous and fearless. I see better NNPC under him; he went through the upstream, midstream and downstream.

“For once, this is a round peg in round hole. Many of the issue confronting NNPC, like the restructuring, the PIB, JV funding, with Baru we can go to sleep. The only thing I will urge government to do is to support him. The only issue we are not addressing now is the refineries; government should also have the will power to do a complete deregulation in the downstream, once we do that the issue fraud and corruption in the downstream will be eliminated.

“I also think that we should start having local refineries because if you see what we are doing, we take crude out and refine in Ghana and brought back as refine products, we need to put in place modular refinery just as it was done in Niger Republic, am confident that with Baru if given the enablement will perform magic and not someone breathing down on him, because the role of some of the ministers in NNPC have really taken the corporation backward because of bureaucracy.

“A point in case was that of Madueke, before the GMD will do anything they need clearance from Madam who is an architect, these are part of the ill we are talking about, Some minsters in NNPC are lawyers, we have qualified OIC executives outside who can deliver the good and not at the wimp and caprices of some influential people, emphasis should be given to people who have the capacity to deliver.”
